Would you get sanctioned if you left a job due to employer breaking law?

After some advice on what would likely happen in this scenario for a relative.
Say they are a full time employee in a small business, the employer is not giving the statutory 28 days paid holiday. If the employee kicks up a fuss they will likely get sacked for some other reason having less than 2 years service with the company.
If they handed in their notice and left what would happen with JSA? Or what is the best way to handle this situation?

I would suggest that they have a word with ACAS. Do they belong to a union?0
-
No union. It's a small family run business with 4 employees. Minimum wage jobs.0

How many paid holiday days are they paying?0 -
Because it is such a small workforce they set holidays and all take them at the same time. They've taken 15 this holiday year which runs jan to Dec0
-
So if they close for 2.6 of the next 5 weeks then all will be fine - have they said what the plans for the rest of the year are?0
-
Yes which is why I am asking this. 3 days for Christmas that's it.0

You'd be expected to try to address the issue before resigning. Perhaps you could show them the information on the gov website?0

Are they working full time?0
-
Are bank holidays (if not worked) included in the holiday total?0
