Chargeback - how do I start one, please.

Hi,
Further to my previous post it is now over a week since an item was sent to me 1st class mail which I have not rec'd.
Now the seller is not responding to my messages. I think therefore I should commence a ' Chargeback' to get a total refund of my payment made inc p&p.
I paid via Paypal. Is the chargeback via Ebay or Paypal? Please tell me what to do. Fortunately I've bought and had over 150 items sent to me and this is the first item I've not rec'd, therefore I'm ignorant of the procedures.
Your practical advise and help appreciated.

Log into paypal, go to security centre, then box on the left marked resources click resolution centre. Just a matter of entering all the details then. I don't know why your buyer hasn't just refunded you and claimed from Royal Mail it is quite simple and they would contact you to ask if the item was delivered. As long as you agree (criminal offence to lie) they will get compensation up to £34. Your buyer would have then been able to claim back their ebay fees as you would have agreed to this as they have refunded you. If sellers just stick to the simple SD for over £34 items there would be a lot less chargebacks and general bad feelings.0

Yes it means send by Special Delivery as there is compensation of £500 as standard. If the item is worth less than this, or is very heavy, couriers often have online tracking with compensation of £100 - £150 as standard.0
