Excel Parking

I parked on an excel car park outside iceland several months ago when the store was closed so not causing any financial loss to excel but received a PCN on 28.6.15
I have followed all the processes recommended here including appealing to excel and i have just had an email from the indpend appeals service, stating that the time frame for my appeal has now expired - i was not aware of any communications with them so am confused
i have not heard anything from excel since 13.8.15 which was a decline of my appeal to them
Any guidance would be appreciated

if excel declined your appeal and if you cannot take it to the IAS, or the IAS have refused any appeal, nothing else you can do but ignore the debt collectors for 6 years, plus try to get the landowner to cancel the charge (you have not mentioned doing that at all)0

the sign is only visible once you are inside the car park, pretty sneaky really - its quite visible but i genuinely didnt see it0 -

Are you a regular Iceland customer? If so take bank/credit card statements (if you have them) and see the manager - the manager - and press him/her to get this cancelled.
Remind him/her that 'customers' are not just so only when they walk through the doors and spend money.

@ OP These may be the days of social media but sending a letter of complaint makes things far more permanent than a tweet here or a tweet there. Write your local Iceland a blunt letter making it clear that unless they make efforts to do away with this - if you were a genuine customer - that you will rapidly become an ex-customer and ensure that as many people as you can get to will be aware of the reasons for that.
All that said the majority of retailers get sucked in by the frequent offer of deniable, free "car park management" unaware of the fact that there is no actual management and that what the PPC's actually do is "farm" the car park to their own benefit at the expense of the retailer's customers.
And often that bitter pill is sugared by a rake off paid to the retailer.
In reality then retailers are often as much the victims in this as the motorist except, ultimately, it is the motorist - the customer - that pays. Personally, regardless of whether they choose to do anything or not, I'd be advising Iceland that I'd never darken their doors again. After all, its going take a substantial number of extra 10% savings on bags of frozen peas at 99p to regain the cost of that PCN.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Write rude things on their Facebook page. Despite their denial, you are now entitled to appeal within 12 months, read up on Alternative Dispute Resolution, write to them asking them for it, make a noise, let them know that you are not easy pickings, cost them money.You never know how far you can go until you go too far.0
