NTC Norwich Parking Charge

Hello everyone I received a parking charge on 22/9/15. location fellowes plain, the pavillion (old hospital). the charge is issued due to "parking in contravention of the site signage". this was issued to me although I have a parking voucher as I go here to visit my mum. she has lived there for approximately 2 years and I have never ever had a ticket before. I actually called them and asked why this is and their response was that I didn't sign in at the main building. now it does state that you have to do this on the back of the parking voucher however I have never done this. even if I was to do this the building for you to sign is I locked and only opened with an electronic fob. my mum does have an electronic fob but only gains access to her building not any others. the only other person that can let you in is the grounds man however he is only there sporadically as he does have other jobs to attend to. I have already appealed and received a letter back saying no to my appeal. they have also said that it could be passed on to debt collection or possibly court. what shall I do as being charged £60-£100 for not signing into the book seems very ridiculous to me. please help guys.

Saying they can pass the debt on for collection/threatening court are just tactics to scare you into paying, so forget them.
If you get debt collectors letters you can safely ignore them.
Should you get a court claim don't ignore that but come back here for advice.
Now you should acquaint yourself with the newbies faq thread at the top of the forum which will lead you through what action (if any) you need to take following your rejected appeal.
(Hopefully you didn't reveal yourself as the driver when you appealed??)0 -

Never mind what it says on the back of the voucher, what dose it say on the signs, Does it mention signing in? If not then they have no case.You never know how far you can go until you go too far.0 -
on the sign it simply says the following. anyone parking outside the displayed parking regulations will result in the driver agreeing to pay a parking charge notice of £100 reduced to £60 if paid within 14 days.0

the OP has written above that the signs read

nowhere on the signage does it say that you have to sign in , and as such he has no broken the written signage rules
, unless there are additional signs , with the PPCs logo stating that you must sign in?
OP , are there any clear vertically mounted signs in a prominent position , stating that you have to sign in ?0 -
But what do the "displayed parking regulations" say Freddie.You never know how far you can go until you go too far.0
