Cycle to Work Scheme

My 25 year old son went into Halfords yesterday looking to buy a new Mountain Bike as he's decided this is to be his new keep fit hobby.
He came back, saying the salesman told him to get a free bike on the government's Cycle to Work Scheme.
He is employed full time.
How does he go about it, and can he really get a free bike?

No its not free, you pay it back monthly
Tell him to ask in work
I've so far had 2 new bikes through the scheme and think its great0 -
He'll make a saving as the bike 'loan' comes out of his salary before tax.
If the chap in Halfords didn't know that I'd not place much faith in his cycling knowledge and maybe go elsewhere.0
