Harassment after ticket cancelled

I had an LDK security PCN a while ago and went through the standard procedure with POPLA. During the time that the appeal was adjourned (at LDK's request) I received a letter from Debt Recovery Plus demanding £150. I called them and explained this was with Popla and I wasn't required to pay anything. They agreed and "removed from my account" (do I even have an account?)
I got a response from Popla saying LDK had cancelled my ticket. I then got another letter from DRP today threatening the same old stuff and asking for £150.
I want to get them wound up a bit and I am considering maybe invoicing them for my time and inconvenience of them harassing me (either LDK or DRP).
What should I do and how should I go about it?

Do that to LDK (don't bother with DRP), but I wouldn't hold out much hope of any settlement, you're just going to give them a bit of irritation factor to deal with.
Your main complaint should be to the DVLA and BPA, that as POPLA have confirmed cancellation of your ticket, what the f**k is this outfit doing referring this to debt collectors. Ask them to confirm that sanction points will be applied to LDK.

Formal complaint to DVLA for abuse of Registered Keeper data - which is being used to harrass someone for money when the ticket was cancelled via the official independent appeals process.
They'll fob it off to the BPA, but I would push them that you want THEM to investigate as you consider this a breach of the Data Protection Act (using data for something other than the purpose for which is was originally obtained), and that you'll escalate within DVLA and on to the ICO and your MP if necessary.

I would be tempted to bring the landowner in on this, and tell them that unless their agents stop sending you threatening letters and you receive a full apology together with re-assurances that this will not happen again you will be charging the landowner £18 per letter received, or per hour ( or part thereof ) in dealing with thisFrom the Plain Language Commission:
