Strange apply problem

Dear all,
I have a problem with a one of my apples that I am growing as a cordon.
The tree is in its fourth year and gave a small but fine crop of apples last season. This year however there is an appropriate amount of fruit, however, the fruits are smaller and the skin can best be described as "crinkled" or "corrugated".
I have googled extensively but cannot find any record of this kind of problem.
My gut instinct is that this may have been caused by dry soil earlier in the season (we had a long dry spell here on the South coast from May to end of July) and I was perhaps not as diligent as I should have been with extra watering.
Any ideas?
