Balance Transfer Query

Hi, I have 2 credit cards one with £1000 and other with £4000 pounds credit. Now I have an balance transfer offer for 24 months on £4000 card. I need to pay my college fee and I want to use the offer. So is it possible to transfer the balance to other card first and then use that card to pay my fee so that I can get it interest fee for 24 months?

It's generally* against the T&Cs to deliberately place a credit card in positive balance. Small amounts, or refunds, are usually OK, but a large amount (you don't say how much you're planning to do) may cause you problems...the worst of which would be either a return of the cash (meaning you've paid a BT fee for nothing!) or suspension of the account.
* Some lenders seem to be OK with it, most notably (from my experience and reading posts on here) MBNA and Barclaycard.0
