I'm not sure if I'm posting this in the right forum, so please let me know if I'd get a better response elsewhere.
Sorry if this seems like a daft question, but I was just wondering if it's legal to repack skin care products in to smaller trial size containers to resell?

You need to be very careful as you don't want to end up with someone claiming to have been injured by your products. You must have product liability insurance in place.
You will need to comply with labelling and hygiene regulations. It is similar to food preparation in many ways where local authorities impose certain standards - separate sinks for hand washing etc. that may apply here.
Having said this, there are lots of people making things like bespoke hand creams mixing essential oils into a base cream and repackaging. How many of these are operating under the radar and taking risks I've no idea.
You could try phoning your local authority without giving any personal details to find out their attitude. Is there any kind of organisation in your field of expertise? They may be able to advise and possibly offer insurance.0 -

You will almost certainly not get the agreement of the manufacturer to do this with their product. If they do not sue or report you to the authorities they can cut of your supply.0

Looks like it's back to the drawing board! I have another idea which would mean I could leave the products in their original packaging which seems like the easier and safer option, considering all the comments.

You could also contract a white label cosmetics manufacturer and get them to make your goo in their safe production facilities, or better still they may have some recipes you can just bottle and label
