Letter received out of the blue from TNC Parking Services demanding £210

Good evening, This is a new experience for me, actually writing on a forum, as I normally just browse. I just wish to clarify a few things.
Today I received a letter from a company called TNC Parking Services stating I have an unpaid Enforcement Notice from Oct 2014.
It contains all my vehicle details and apparently I had a Face down and unreadable ticket in the Maritime museum car park in Falmouth, issued by Armtrac Services. The total requested is £210.50
I have looked at the sticky but I am unsure if this is a stage 1 appeal as I haven't heard anything before this, or a stage 4 debt collectors letter.
If stage 1, do I copy and paste the template exactly or do I need to alter the wording?
I have no idea of what the signage in said carpark states
Do I write to both TNC and Armtrac?
Also the sticky says about contacting the landowner, presumably the Maritime Museum, Is there a letter of complaint template available for that?
I'm not brilliant at writing letters but have no intention of handing over £200 to these people.
Thanks in advance

do you remember the offence ? was there a ticket on your car? was there any other follow up paperwork?0

Hi,
No I don't remember it, although I am a regular visitor to Falmouth. Nothing else received prior to this letter.
I have been trying to investigate Armtrac and they appear to be based in London, and along the scam lines, however I don't want to take this for granted just yet.0 -
TNC ,
I deny any debt to yourself or Armtrac
please refer this matter back to armtrac , any further communication from your company will be classed as harassment.
expand the letter to include expletives of your choosing0 -
Thanks for your speedy replies.
This is what I was going to put, took it from the sticky....Could be a bit long winded though
I refer to your letter of 08 May 2015.
Firstly, I have no intention of paying the money demanded by your client, and any court proceedings will be vigorously defended.
Second, should it be your client's intention to start court proceedings, they must provide a Letter Before Claim which complies with the requirements of Annex A Para 2 of the Practice Direction on Pre-action Conduct:
Please also note that a failure and/or refusal to comply with the Practice Direction will result in a complaint being made to the court and an application for a stay of the action and costs pursuant to the provisions of paragraph 4 of the Practice Direction on non-compliance and sanctions.
In the meantime, you should note that this charge is disputed, and you must now refer this matter back to your client and cease and desist all further contact with me. Failure to do so will result in a complaint to the Credit Services Association.
I trust that I have made myself clear.0 -
I have now sent a letter of complaint to the Maritime Museum Director as well to see if this has any effect.
I have also just had a message on my answerphone from TNC, so does the harassment start now?0 -
Have you moved house in the last year? Did you update the DVLA records promptly?Changing the world, one sarcastic comment at a time.0

might be wrong , but does that land not come under a bylaw
umm , yes it does (if its the same car park!)
google "Maritime museum car park Falmouth bylaws" and follow the threads0 -
Check out these threads on pepipoo. They all relate to the Maritime Museum. I post on Pepipoo as farmerboy in these threads. None of these tickets were payed nor ended up in a court claim.

Also look at this one where this is a further discussion on their signage.

Appeals sent recently challenging them on the address on their signage seem to go unanswered after 35 days. Hmmm I cant imagine why theyre not responding. TNC are a nasty bunch. They've been calling one of the people Im assisting at home. Naughty.
The office is in Truro and they just register the business in London.0 -
Thanks guys,
in answer....
I moved last july, prior to this alleged offence, and updated everything in good time.
Ive had a look at the byelaws bit and i'm afraid i'm a wee bit baffled still
Ive also had a read through the other posts,
Is it best I write the above letter to TNC as I don't want them harassing me and also write to armtrac with the initial appeal post from the sticky.
Or should I just write to TNC as this is the first ive heard and didn't actually get a ticket as all others seem to have0 -
Write what you want it wont do any good other than to alert them you are taking them seriously.
You have two choices, pay up in fear or sit them out and see if they send a county court claim.
You are not going to frighten them off in my opinion, you are dealing some rather unscrupulous people.I do Contracts, all day every day.0
