still waiting for copy of charges

Firstly new to this, but been reading lots of threads and its great to see so many people being supportive and informative to each other, makes you feel not so alone! Keep up great work!
I am with HBOS and made my initial request for copy of charges on 2 accounts on 5th April.
After numerous calls to numerous departments I finally recievied 1 set on 7th July, received a letter apologising, told the second set in transit and with me soon.
End of July, started again making calls and been given more waiting time (another 40 days).
8th August, phoned customer service and recounted my story again, told I would receive a call from Customer Service Manager, she called this morning
told me she would deal with request personally and they will be with me in ten days max. Success I thought!!
She then informed me about test case and that bank no longer dealing with claims until this over but would keep on record.
I feel enraged as I think if they had dealt with my request in a reasonable time scale then I could have had a settlement.
Question - has this time scale been ridiculously long or is this common practice?

Receiving your charge information under the Data Protection Act has nothing to do with the test case. You are still entitled to this information. If they haven't provided the full request within 40 days, they are in breach. Let them know this and complain to the Information Commissioner.0
