Appealing Council Valuation for Right to Buy

Hello,
First time poster here... Hoping someone can help me.
We recently applied to buy our flat from the council under Right to Buy (RTB) and the valuation came through today. The valuation agent came to inspect our flat last month - Jan 2015. The price given by the Council is approx 40% higher (once the £102k London discount is applied) then the EXACT same flat next door sold last year. The size, dimensions etc of both flats are the EXACT same. Prices in our area in Hackney have gone up in the past year by about 18%-22% ...NO WAY 40%. On top of that a colleague, a few months ago, also done a RTB on his 3 bed flat a couple mins down the road, their's is a 3 bed flat and came in a few grand cheaper then our 2 bed flat.
Due to the huge difference in the Council's valuation price with the same flat sold last year and the 3 bed flat of my colleague down the road, we're intending to appeal to the District Valuer to re-value our flat.
Has anyone In London been through the RTB Appeal process recently in the past year or two? if so grateful if you can shed some light on how it went and what the process is i.e. are we allowed to submit our evidence (i.e. the valuations of the other two council flats)
