Toilet not flushing. Landlord should fix?

My toilet has stopped flushing. The problem is in the cistern, rather than a blockage in the pan. Is the landlord responsible for fixing the cistern?
I think he is under Section 11 of the Landlord and Tenant Act, but I'd like to make sure.
ANy advice appreciated.

    It all depends what your contract states as to whether or not he is responsible. I would think he is though.
