What should I do? Sold IPhone 5 £0.99 start bidding £180 Reserve £210 buy it now... Sold for £210.... on December 26th
00:26 buyer hasn't paid... Filed payment disput after 4 days... Now been 6 days... When can I relist iPhone 5 on eBay or sell on FB??

If you opened a full NPB you can close it after it has been opened a full 4 days. So close it on the 3rd- read the case though and make sure you have allowed enough time to elapse so that you get the transaction cancelled and your FVFs back. ONly when the case has been successfully closed can you re list.
Incidentally, using a start price, a reserve and a BIN is a hugely expensive way of selling- you won't get any relist credit at all for your upgrades- and that reserve and BIN will have cost you a great deal of money. From memory, as I don't use reserves, that reserve alone will have cost you £9 listing fees that you will not get back. If you want to be safe against problems then yes - but take a closer look at your buyer, do they look OK or is there anything that makes you think they are not going to bother paying?
If you did sell it before cancelling the previous sale then your current buyer could still pay and expect the phone- and you could be left with 2 lots of FVFs to pay.

I was gonna sell my phone on Facebook as it's free.... He has a few good feedbacks.... He hasn't contacted me at all. I just wanna sell my iPhone... If he did pay me (Probably won't) will refund him. Is that a good idea?

If you are not reading the responses can I please ask you to go back and read what has been said- in particular the fact that you already have substantial fees to pay to ebay for your listing

Thanks I have decided I am gonna wait till Saturday as that is 5 days after the NPB and if the buyer hasn't paid will sell iPhone 5. Thanks for your help. Gonna follow the eBay Procedures0

Yes sold many thing in local FB selling groups, benefit is NO ebay listing fees, NO ebay FVF, NO paypal Selling Fees.
Cash on Collection and no come backs0 -
