is this a new thing by ebay or an old thing?

Hi,

just cancelled an order as there was a problem with the buyer's address, ebay notified me that they had done the refund and then sent me an email with this in,

"You'll get a final value fee credit in your account that you can apply toward listing more items to sell on eBay."

Most of my listings are now free - I expected to just get X amount knocked off my seller fees that I get invoiced for - anyone shed any light on this please? and when do you get the credit applied? thank you

    It has been in a few months. It's an account reimbursement as normal with a stupid Americanism on the message.
