Lengthy Ebay Issue

Hi
I sold an item to a buyer back in September, the item cost over £200 and was sent by SD. Unfortunately the package was refused at that end and returned to me.
The buyer contacted me and wanted the parcel sent again, he assured me that the problem that caused the parcel to be refused had been resolved. I said I would post again if I received additional postage costs and he agreed to send me the additional postage costs.
Several weeks passed before I heard from him again. the next message I had from him was "where's my parcel", again I repeated the message that I needed additional postage to send the item again. For info, the postage was £11. I did at one point send a Paypal request for the postage costs to his email address but still no payment.
Again, several more weeks passed before another message was received, repeat above. The same happened 3/4 times.
In response to my last msg to him he said he would send me the £11 through Paypal and he sent me a message to say the monies had been sent.
The monies weren't received and no explanation was given. Several more weeks have passed and I have heard nothing.
I received a message requesting a refund.
Happy to refund as I have the item in my possession but I have incurred postage costs (original postage) and Ebay fees (which can't be recouped now as well past 45 days). Am I within my rights to deduct these from the refund?
Any help would be most appreciated.

ETA: Would I be within my rights to state that the item is his now and he is free to arrange a courier to collect to avoid having to re-list etc.

No, you cannot deduct the postage costs and eBay fees. Well, you can, but if the buyer is playing funny bu66ers then you will come out worse, by way of some sort of strike on your eBay account.0 -

Claims are now 30 days from delivery date on ebay, but 180 days on paypal.
As the buyer has never taken delivery of the item, i would imagine it is still classed as yours because you have not yet been able to put it in the hands of the buyer.
If i were you i would just refund/relist and move on.0 -
OP- unfortunately as has been said already you cannot withhold any of the amount the buyer paid - if you refund the whole lot must be refunded.
