Refunding eBay buyer for overpaid postage

Could somebody please advise on the correct/best way to sort out the situation below?
A foreign buyer ordered multiple items on eBay that combined to give free postage as they were over a certain combined order value. However, they have already paid for one item on its own including a hefty postage charge of £20 for a small item.
Is there a way to refund the postage charge that has been paid without incurring a defect? Or should/can I combine the remaining unpaid items and apply a discount to the value of the overpaid postage?
I am reluctant to ask the buyer to do anything or even send them any messages as they have not responded to any of the messages I have sent so far. I don't know if they understand English or whether they are just ignoring me.
I would really appreciate any advice. It's a very new eBay account so I don't want to do anything that will result in a defect.

I just do a partial refund via paypal, I don't try and reclaim any ebay fees and so far I have not got as defect .

Yes partial refund via paypal - this also will refund your paypal fee for that amountally.0
