We are non-uk residents. My in-laws who are in UK want to put some money aside for their grand kids.
Does anyone know of what options they have available ?

As the return on cash is poor, ( and setting up accounts for non resident children not easy), they might consider regular investments into an investment trust held in bare trust for each child.
