ebay refund issue

I had a Sony phone that went for an insurance repair on the screen and whilst I was waiting I upgraded. The company replaced the phone with a refurbed one which I duly sold as used on ebay. The buyer left positive feedback and all seemed well.
Two months later I got an item not as described case opened against me stating he didn't check it properly and it wouldn't accept a sim card. He mentioned taking it to a repairer but they didn't know what the problem was.
I refused to refund without proof of the issue and raised an abuse of the Not as described complaint system, his feedback actually states as described!
Someone somewhere has decided that this phone is blocked but no one will provide me with the checkmend report and the phone has never been returned to me.
Ebay have issued the refund and are now chasing me for it. I have explained that if the phone is returned or checkmend report is forwarded I will refund them . I would then claim from the insurance compamy that gave me the phone.
I now have Akinika (formerly iqor) chasing me!
Any one have any advice?
