Focus fuel injection prob

My daughters 1.8 petrol focus has a prob basically a few weeks ago it wouldn't start the next day it fired into life straight away then a few weeks later it died again this time the AS came out and said the fuel pump had died there was no fuel coming out the pipe on the bulkhead when you turned ignition on
I've replaced the pump with a new one I now got fuel spurting out yet it still won't go
I've removed the fuel pressure regulator off the injection rail and no fuel is coming out the valve I've tried another valve still nothing I'm beginning to think I've either got a duff voltage at the pump and reduced fuel pressure or a dodgy earth as I know if the earth is off the back panel they won't start or possible a blocked fuel filter what I can't work out is why I have fuel under pressure on the pipe on the bulkhead but nothing coming out the valve which only has one vacuum pipe which allows it to deliver more fuel when under acceleration etc
Anyone know what the fuel pressure should be?

Usually around 40psi in the rail to the injectors.
The regulator opens at 40psi, and dumps excess fuel back to the return line, the pump only runs for a few seconds when you turn on the ignition until the engine starts.
Had a fuel pump wear out once on a pugeot, it ran, and pumped fuel, but wouldn't develop any pressure, the engine would start and tick over but cut out as soon as you touched the accelerator.
