Ebay seller being incredibly tardy and severe lack of communication

Hi,
I ordered a pair of boots from ebay on the 9th, paid for immediately upon winning the item. Was meant to receive the item today. The seller has not contacted me at all until today - after I messaged her asking whether she had dispatched the item. It stated that she was going to dispatch within 2 days of receiving a cleared payment from me. So I messaged her yesterday, only just got a reply saying that basically that she doesn't care, works 8-6 and thus can't get to the post office (ever). But she can do it tomorrow after 4:30pm to hopefully be received on Saturday. Despite working the full time hours and clearly not being able to dispatch it on the saturday.
I paid £20 for the boots, and £6.40 on top for the delivery - which was economy and that she still intends to post it at.
I have emailed her back stating that she really should have contacted me about her inability to dispatch on time, which she really seemed to have no intentions of doings. And asked her to possibly post it first class, as the postage amount should definitely cover it.
No replies since.
Is this an okay way for a seller to behave? I have never dealt with a seller that behaves this way, nor waited far over a week to receive my item.
Would i be fair to rate her lower in terms of communication and dispatch?

Thank you - I really don't think it's okay for her to not tell me nor mention that she would send it at a better postage despite the lateness / amount i paid for 'economy' postage. It's the most I have paid for postage for any item let alone one not being sent at first class. And I will see if and what she replies. Thanks again.0

I'd open a case with eBay about the whole matter and also leave very strong negative feedback. If someone knows they can't get to the post office at any time, why on earth list an item on eBay? Grrrr.Debt Free 08/08/2014 :beer:

Bad sellers get away with it on Ebay because people are too scared to make a fuss or leave bad feedback.
Had she mentioned in the listing the problem with getting to the post office then you could have made an informed decision.
If you don't get it soon then open a case. I would also make sure you leave feedback based on your experience once you have the items and are happy with them.
I would check the boots carefully as in my experience a bad seller is a bad seller. Not being bothered about posting them quickly could be the signs of other problems with the transaction.0 -

Hardly falls into a regular claimer category I would have thought , given the OP information ....do you think she does ?As Martin says - please be nice - there is no such thing as a stupid question !0 -
Have you read her feedback?. I tend to avid leaving feedback if I'm just a bit unhappy about something but this is seller indifference and deserves honest feedback. Tell it like it is.
Unless you really want these boots I would ask for a refund.0 -
I wouldn't contact her again. If the boots haven't turned up Monday open an item not received case.
Whatever happens, definate negative feedback.0 -
I completely agree that she should have made a small disclaimer or a note that she is unable to get to the post office. There was nothing on the listing nor on her profile. She has 100% feedback so far, but hasn't sold too many items, but the ones she has there apparently weren't any issues.
I will 100% check out the boots for anything being wrong with them as they are meant to be in an excellent condition, hardly work (as they all usually say) but the image of them did not suggest any faults. I mean they are good boots and I do want them, otherwise would have asked for a refund by now.
Have thought about opening a case about this with ebay, but what could be really done about it apart from her issuing me with a refund? that's not really what I want.
And she has not replied to me since re her plans for postage, she could easily send them 1st class and they would essentially get here on thursday, but that's down to her.0
