Domestic heating oil tanks

My ancient metal tank is in need of replacing and I am going to get a plastic one. I have to move the location of the tank from where it is now due to building regulations and other agency regs.. Anyway I digress... I thought I met all the criteria for a single skin tank...more than 10 metres from watercourses etc ... Except my heating engineer has mentioned I may be in a groundwater source protection zone 1... Is that also part of the criteria? because til earlier today I hadn't heard of it, if so it means twice the expense if it turns out I am.
