PCN revoked if I pay cancellation fee? Advice please

I received a Parking Charge Notice from Vehicle Control Services after parking on a carpark at Xercise4less. I am a member there and on the day in question had gone in to cancel my membership. I had not been for several months so wasn't aware that they had set up a facility to enter your vehicle registration number when you are using their facility. I obtained proof from xercise4less to show that I am a member and that I had attended on that day and sent an appeal by email ( I didn't use a template just wrote in my own words- although not sure if that was the right thing to do). I have since received a letter acknowledging my appeal and as a goodwill gesture they will revoke the PCN if I pay a cancellation fee of £10. I think this is really cheeky but my husband thinks I should just pay it now. Advice and thoughts on the matter would be greatly appreciated.

I wouldnt pay it, I would tell them where to go and tell them you are willing to take it to popla and cost them £27 + vat so that popla can cancel it outright
so I would tell them cancel, or issue a popla code so popla can cancel it
I would also get the gym to cancel it outright too, as they should be making members fully aware of any changes like this, so are jointly liable

I would reply to them and say you might consider paying their cancellation fee if they will reimburse you of your cost to date of £20!!0

The way I see it is this.
Were you notified by the gym of the change in parking conditions?
Was the sign(s) explicit about the fact you needed to pay or how to get exemption?
Was there a sign in reception informing you of the procedures?
If the answer is "No" to all 3, then you write to the PPC saying just that and you could not possibly have known of the procedures in question and their parking partners or clients have failed to make you aware of the procedures.
If they feel confident enough to pursue this further, then spend £27 and give you a POPLA code where you will take great delight in raising this and other forum-aided points.
The counter argument is that other people are willing to pay the parking appeals service £16 to deal with their tickets, so you would be £6 better off by paying the PPC.choice.
Not advising the latter course of action, just giving a money-saving0 -

Did you actually get a POPLA code with this compromise letter? If not as others have said, write back refusing this offer and ask them to send you a POPLA code. You won't be paying a penny after you have appealed to POPLA!

Yes say give me a popla verification codeWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Given the latest thread by Bargepole where we lost at court, then read my previous post and tell them WHY you are not willing to accept along the lines of what I suggested. The judge in the case Bargepole reported said that she was not accepting anything not in the original appeal.

My belief is that the original Court Defence was a template to which the judge would not let anything be added to. Thus, I don't believe that it was the correspondence to the PPC that concerend the court at all, unless I miss-understood Bargepole's post, but rather a weakly submitted court defence skellington. As this hasn't got anywhere close to the Letter before small claims stage yet, I believe the OP can be brief and simply state for them to fully cancel the charge or offer a POPLA code, and not add further appeal points if they wished, with no repercussions.0 -
Just an update. Been in contact with xercise4less but they cannot offer any support and advised me to seek guidance from POPLA!0
