NHS salary scale/increase

My partner works for an NHS doctors practice in a certain department at a certain level. She has not received any pay raises/inflation corrections in many years now and despite work reviews that are always positive and her bringing this subject up she never get's an official reply as to why not.
Does anybody know how you can figure out what the standard of pay should be for a certain NHS job? What is the average pay raise and inflation compensation within the NHS over the past couple of years?
Despite the NHS website claiming 27 days holiday is what you start off with, she actually has less despite her 6+ years of working there. Is this 27 days as per NHS website correct?
Is anybody aware of an official complaints procedure to address these issues if she does not get any follow up from her boss?
Just trying to assemble some info/firepower for her to follow up on to get what she feels she's entitled to.

Thanks, I know that one, but that does not mean a thing, I am looking for job description/name vs which scale it should be in as a guide line, what is the average or advised pay scale for jobs.0

My friend was stopped from passing through her gateway as she hadn't completed some mandatory(?) training. Although she was told beforehand if it wasn't complete the pay increment wouldn't happen.
or Is it possibly because your partner is at the top of her band? You don't automatically progress to the next band once you hit the last pay scale for the band below. You have to apply when a job becomes available I believe.0 -
Many GP surgeries are privately run - your partner may not be on the NHS pay structure. What does her contract say about grading and pay rises, and is she employed by the surgery or the local commissioning group?
With regard to holidays, she is entitled to a minimum of 28 days, but that may include bank holidays.0 -

The first thing is to determine if your partner is on Agenda for Change terms and conditions - what does their contract say?0
