Stinky subfloor

Long winded....
We live in a 1930s semi with a wooden underfloor over a soil base. The front room has for some years been prone to a damp/earthy smell. Over time we have noted that the smell tends to happen when it has rained. I have recently concluded that it is sourced from our cracked concrete immediate hardstanding in front of the house. I have repaired some of this with small insertions of concrete. I do not have the money to resurface, and this recent fix seems to work most of the time.
Since we have plans for re-decorating, I was planning on lifting the carpet and then using water proof ducting tape to seal a sheet of visqueen dpm over most of the floorboards (leaving a 5 inch space around the sheet to stick it to the floor). Hopefully this will leave a draft and stinkproof floor for later-on laying of a membrane and either laminate or wooden flooring. The underside of the underflooring does not have any insulation and has a crawl space of approximately 3ft, with three venting bricks to this front side of the house.
Is this a workable plan or am I heading for a definite condensation collision course?
