Rising Damp ?

We’ve recently noted a damp musty smell starting to build up in our sitting room, in the carpet underneath the bay window (we live in a 1930s semi). On investigating it, we’re pretty sure that it’s condensation – looking at the air circulation from a gas fire in the adjoining room (the 2 rooms are now knocked into one), combined with hardly ever opening the windows (they go onto the main street so are a security risk). Anyway, we’ve pulled up the carpet & underlay, and my hubby took up some of the floor boards to check the underfloor. (By the way, the boards were a bit damp on the top but bone dry underneath – again suggesting condensation). However, when we took up the floorboards, we became concerned about some of the bricks we could see in the outside wall (around the bay) – the mortar has crumbled away and there’s a lot of salt stains and deposits (it looks like white mould but it IS salt). We’re not sure what’s causing this (rising damp ??) and how to tackle it. On the outside wall of the bay, at the same point, we’ve realised that rain might have been getting in between the wall of the bay and the concrete path. I Can anyone advise please?
