Dormer Loft conversion and extension

Hi
I just want to know the new 6 meter extension which is now permitted, would I need to submit an application to the council for planning permission.
Also does a dormer loft conversion need an application submitted or if i change my mind to a normal loft conversion?
I know someone who has just submitted a 6meter extension application and it says on the council website prior approval not required but if it is not required do we need to apply for PP

For a 6m deep rear extension you need to submit an application for Prior Notification (that's different to planning permission). The Council will consult your neighbours and if nobody objects, Prior Notification is not required and you can go ahead with the extension.
If someone does object, the Council will assess the impact of the extension on the amenities of all the neighbours (that's the only issue they're allowed to assess). If the Council considers it does not have an unacceptable impact on the neighbours, then Prior Notification will be issued and you can start building. If the Council considers that the extension does have an unacceptable impact on the neighbours, Prior Notification will be refused.
In summary, yes you need to submit an application for Prior Notification.0 -
Also, a dormer loft conversion may or may not need planning permission. The internal works to convert a loft don't need permission - it's the dormer window that may require permission. However it depends where it is on the property (front? rear?) and whether you live in a conservation area, AONB or National Park, or whether your property has had it's permitted development rights removed and also whether the property has been extended before (and if so, what volume has already been added to the roof?).
It's not an easy question to answer without knowing the property history!0
