Venetian blinds...

*super daft question alert*

When the blinds aren't fully extended, can you still twist rod to open the blinds successfully?

Aaaand would having blinds that are 20-30cm shorter than our window look daft? We have a collection of cacti that will be on the sill, in the gap.

    Yes, for all the ones I have used.

    Only you can tell really, but I wouldn't think it would look too bad.
