Debt Recovery Charges ?????

A fine that was due to be paid has been referred to a debt recovery agency, I have made one payment on this towards the total amount, however, the other payments under the payment plan have failed to go through. Therefore the debt recovery have added extra charges to the fine, which now total over the original fine. Can they do this???? How do they ever expect me to pay off the debt if they keep adding charges ????

They are now threatening baliff action if the total amount is not paid, which I can't afford to do. I have offered to set up a payment plan to pay off the debt, but they have told me I have only one chance to do this, which I have failed to meet. Is this fair ???????

HELP - HOW CAN I REACH AN AGREEMENT WITH THEM !!!!!!!!!!!!!!!!!!!!!!!!
