How to get site block plan?

I applied for a conservatory to my council (in my road, a planning permission is required). I send block plan and site plan from photocopying from my deed plans.

However, council said the scales are wrong! They said I need to buy 1:1250 scale site plan and 1:500 block plan from them at a cost of £40.

Is there any way to get these without buying from council or buying cheaper from elsewhere?
Happiness is buying an item and then not checking its price after a month to discover it was reduced further.

    £40 is a pretty minimal cost compared to the cost of a conservatory and the necessity for planning permission.

    Ordanance survey do 1: 1250 scale maps, but they are very expensive. You could have a look at their web site

    Are you really suggesting council officers don't need to apply for planning permission, or that their applications aren't publicly available for anyone to have a nose at? Even the council itself needs to get planning permission.
