Touch Screen Problems

We have got a Medion Akoya Notebook and a few times the touch screen seemed to get disabled (not sure if its something we are pressing without realising!). It would come back on after a restart.
Yesterday the touch screen stopped working but now we can't get it to work again.
Is there a shortcut key that enables/disables it? I have looked in the control panel and in the pen and touch settings it doesn't say 'use your finger as an input device' (that all the help I can find on google).
The notebook is windows 8.1 (upgraded from windows 8)

Go to Control Panel,
then Hardware and Sound,
then Pen and Touch,
Click Touch tab and unclick box that says "Use your finger as an input device."
MS also say this as well.
I can't seem to find anything anywhere. Might have to take it back, we didn't get it long ago.
