new isa limits and a fixed rate isa

Bear with me here this may only be complex in my own head but in a right muddle over the announcement today.
my 2 year fixed rate isa is due to mature on 1st april santander said yesterday I could upgrade to the new version now or before the tax year end put my 2013/14 contribution in and then put my 14/15 in before the 31st may before the isa locks down new deposits sounds like a great plan until today's news
-will santander reopen the windows on the 1st july?
As I will have already contributed in the next tax year and if that product remaons closed to new deposits???
Phoned santander today who did not have a clue (at first didnt even know what was happening) but then said they just dont know how the rules will work and said no doubt clarification would be in the next few days...
any ideas? ?

This has been discussed over on the ISA forum. The rules are clear, but what providers will offer nobody knows as yet.0

The Budget announcement on ISA was made after 1pm yesterday.
Did you really expect a telephone representative to know exactly how his / her firm us going to redesign their products (or not) on the same afternoon?
The question is a good one. To expect an answer within a few hours is ridiculous.0
