Printer ink missing from box - Tough luck?

Could anyone please give me advice on whether I am out of luck on this or what I should do next.

I bought a printer from PC World online for my Mum for Christmas and received it on 5th December. It was advertised as having an extra set of ink in the box which was the reason I bought it from there. I didn't get a chance to set it up for my Mum until last weekend - 19th January at which point I've discovered the extra ink wasn't in the box. I emailed PC World to let them know and they have just responded -

I am sorry to hear this. You received this on the 5th December and because it has been over a month and 3 weeks since you received it and you did not notify us sooner I am unable to assist you on this matter.
I apologise for the inconvenience this has caused you.
