Reclaiming charges

Hi,
Can anyone help me? I bought a mountain bike off ebay, where the seller quoted the bike as in near new condition with a few minor scratches to the paintwork. As it happened, the bike had more than a few scratches. I can live with that, but the rear axel and brake leads were worn and had to be replaced at a cost of £16. Is there any way I can recoup this money off paypal? I spoke to him but he tried to blame the postal service (after mine he got neg feedback for another wrongly decribed bike). I have a works receipt and paid by paypal. If not never mind but would appreciate any advice. Thanks, Mike

he only thing you can do is to open an Item Not as Described Dispute and try to come to some arrangement with the Seller for, maybe, a partial refund.0

I bought an ipod which wasn't the model described, as well as emailing him direct I opened a dispute as wasn't as described. I suggested I paid the going rate for that model and he agreed.
