Can this be claimed for depression which is being treated with medication and counselling and is effecting a partner who doesn't work or does it have to be the person who is working and claiming tax credits who can only claim the element .

will look through it , it isn't the money that is a concern it is the nhs exemption certificate which would help with getting the medication as it is very expensive also would help with some new glasses and dental treatment .0

The medical condition itself won't be enough. The person also needs to get or have recently received a qualifying disability benefit as well.
As others have said, the element only applies to the person working.
