First time buyers ...house safety and enquiries...

Hi,
We are currently in the process of buying a house and have received the bs7671 form from the vendors solicitor for works and amendments they had carried out in 2008, I was wondering if this covers the whole of the electrical safety of the house?
Or will a further electrical safety inspection (a periodic? Or EIRC?) be needed on top of the BS7671?
Also the gas check has come back as appliances all ok except the boiler which the guy has had to mark "unsafe to use" as the incorrect amount of gas is flowing through?! Should this be worrying/sound major?
The HB report came back with two main issues highlighted as serious-
1. Internal roof issues such as possible timber replacement due to damp - but the vendors are now saying no one can fit through the loft hatch for an inspection and the surveyor obviously just poked his head up.
2. Inferior DPC which we have had quoted and think will be manageable/can be replaced (despite all the mess!)
We would have liked to have had a couple more contractors go in to provide us with quotes for these works for comparison and piece of mind however the vendors have now stated they don't want anymore people entering their home, which is why the reduced the price (to match HB valuation)...
any advice/info/thoughts on these points and questions will be gratefully received! Thanks!
