'Gambling fee £0.15' on Paypal Access card

I've found the following charge on my PayPal account in relation to a £5 transaction at coral.co.uk but I'm confused as to where it's come from as there's no mention of a 'gambling fee' on either the PayPal website or the Coral website.

I always thought paypal charged fees for it's services, but to be honest why use Paypal for a gambling site and not just your own debit card?0 -

I used a PayPal Access Card which is a Prepaid Mastercard so should work the same way as a debit card but using your PayPal balance instead of your bank account balance.
The transaction fee for using it to make a card payment is £0.00 as shown here: https://www.paypal.com/uk/webapps/mpp/accesscard
I have contacted them but it might take a while for them to get back to me so I was wondering if anyone else had experienced something similar.0 -

There's a "cash withdrawal ATM fee" like with a credit card but it would be a lot more than £0.15 if that applied.
The charge is £0.15 or 3% and the only thing that's close to that on the list of fees is "Foreign Exchange Fee 2.75%"0 -
Can't answer the question of what the 15p relates to, but worth being aware of this clause in the t&cs -
4.15 Your Card cannot be used for online gambling purposes.
Something to bear in mind should you contact them regarding it.0 -

I didn't see that. However, there isn't anything relating to issuing a charge for using it for that purpose. As far as I can see the only 2 options PayPal can take within the T&Cs are:
1. Refuse to authorise the transaction - an option they didn't take up.
2. Cancel the agreement.0 -
Those are US Paypal T&C. Online gambling is more tightly controlled stateside.
The actual UK Paypal T&C is below. Coral does hold approval from Paypal from what i can see.
You may not use the PayPal service for activities that:
6) involve gambling, gaming and/or any other activity with an entry fee and a prize, including, but not limited to casino games, sports betting, horse or greyhound racing, lottery tickets, other ventures that facilitate gambling, games of skill (whether or not it is legally defined as a lottery) and sweepstakes unless the operator has obtained prior approval from PayPal and the operator and customers are located exclusively in jurisdictions where such activities are permitted by law.
Coral Statement

No - "4.15 Your Card cannot be used for online gambling purposes." is quoted in the UK t&cs for the Paypal Access Card

As you say, the rest of your post is quoting t&cs for the Paypal Service (not the Paypal Access Card) so it's not directly relevant to the OP's question.
Interestingly, somebody else mentions the Paypal Access Card in their blog:Using the card for Internet gaming will set you back 3%
