Overlimit fee double pending travel agent

Hi,
My Lloyds card was double authorised by a travel agency, taking me over my limit but one of the transactions will not settle. Am I correct in thinking that the over credit card limit fee is only charged if the actual balance goes over limit, rather than the pending balance?
