charity bake sales and red tape

Hello,
How straight forward is it to do a bake sale if all the proceeds are going to charity ? Are bake sales subject to the same regulations concerning hygiene and sale of goods ? If so, how do organisations such as the WI get away with selling cake and jam at local fairs, church jumble sales, etc ?

Just need some clarification on whether we would need trading license, etc in order to sell the goods, so if anyone can advise I'd v. much appreciate it0
