Admin fees to move to an auto enrolled pension?

Is this legal? My partner joined a company pension 18 months ago ,The company is now auto enrolling staff into a pension and have given her the option of freezing her pension or moving her money into the auto enrolled thing,but they say that their are fees to be deducted to do this.Is this normal practice ,or is some one pulling a fast one?

    It is not illegal to have certain charges apply on transfer depending on what the charges relate to.
