Credit card pre-application eligibility checker

Folks, I apologise if there is a simple answer for this, but everytime my son tries to use the "pre-application eligibility checker", it ends with the message:

Unfortunately, we have not been able to find your details at the Credit Bureau. Please check and try again.

Would this message come up if you've never had credit before?

I don't know about the exact wording but it sounds feasible. Also might happen if he's not on the electoral register.

This happened with my son a few months ago. He hasn't had any credit in his name and he wasn't on the electoral role.

If he's not on the electoral roll then it won't usually find you.
