Finance company won't allow purchase without pink license?

I recently did a thread on credit for my brother purchasing a car. Anyway fast forward and we have found the car he has the finance agreed been to test drive 2 weeks ago and paid £500 deposit and 6months tax with the car people. Roll on the following week when he went for handover having purchased his insurance and emailed his cover note through (£320 deposit) appointment also made to fit black box this Friday. The finance company Santander will not let him have the car as he hasn't got his pink license yet. My brother is in the army and passed his test a month ago. They don't send off for their pink license until they have passed all their heavy goods as they aren't allowed to complete training and drive at work without their provisional card license and their pass papers. Car people would allow him to buy the car another way and drive off with those papers they are legal papers if he was stopped by the police but Santander don't accept it??? Has anyone had a similar problem and what did you do. He has spoken to work today and they can't send off for his license as he won't be able to work without it. He has paid for his insurance and everything at the moment and seems to be stuck going nowhere. Waiting to hear from him as to what Santander say but trying to find alternatives at the moment. Would like to say they knew all of this before finance was put through as he had to show this when he did the test drive and it was explained he won't have his license for a few weeks.

Doesn't matter... Phoned Santander and they have put notes on account they have no issues with accepting provisional license and test pass certificate they said the car people haven't sent anything across to them so thats why there is a problem. Seems there has been some mis communication all sorted.
