Help please - seller refusing a return on a faulty item

Have purchased an item on Ebay described 'as new'. However, on receipt, it does not work. I contacted the seller who has so far been totally unhelpful, claiming the item is not faulty, tough luck basically.
I have asked that I can return the item for a full refund but he has said don't bother sending it, he won't answer the door!
I paid using Paypal, how do I go about doing a chargeback? Actually, can you do one if you don't send the item back?
What would you do?

Is it beyond a doubt that it's faulty?
I only ask because if it was a piece of computer hardware there might be a compatibility issue. Just a thought.
If it's obviously faulty, you'll need to open an item not as described dispute in paypal.My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0
