road fee charge on car rental

Has anyone noticed the road licence fee charge (mandatory) if using Budget through rentalcars.com @ £1.68 per day? No-one at rentalcars can explain why and what it actually is. Google suggests road tax which if this is so makes £613 per year, and this on a zero rated vehicle (the tax disc showed the payment as NIL). I had this imposed at the rental desk and even they could not tell me what it was for, except to say it is part of the agreement with bookings made through rentalcars.com. Needless to say I pursued this and got it refunded but how many others are falling foul of this condition?
Beware and check the terms and conditions before you book or ring up! In fact I have just booked a car for 5 days directly with budget on the phone and the total worked out 21% cheaper than if I had used rentalcars, taking into account this additional hidden cost which does not crop up until you go to collect the vehicle!
