I've never heard of a pest that eats bay leaves. The only pest of bay trees that I know of are scale insect and that doesn't sound like what you are describing Need more information as to what is eating your leaves. . Look underneath them and see whether there are any larvae, bugs present. Are the edges of the leaves just being chewed or are there holes un the centre of the leaves?

Holes in the centre, and edges of the leaves being chewed but cant see any bugs. But my eyes are not as good as they used to be even with glasses :-)
