Foreign Exchange Potential 'rip off'

I followed advice and ordered some $$ from ICICIBank for delivery the next day. The package arrived at 0930,so I was quite pleased.
However, I was $5 short. I called their help line and after pressing lots of numbers spoke to a lady whose command of the English language was somewhat limited. I gave her the details of the order, when she put me on hold. I eventually got a response which was that my money would be delivered later in the day. She clearly had understood that I was merely chasing delivery!
I then patiently explained that I was calling about the fact that I had been 'short delivered'. I was then told to call back in 10/15 minutes as , "all the applications are down". I said that I felt that as I was complaining, they should call me back. I was told that was not possible. I'm not happy.
I have emailed their customer service team over 5 hours ago - no acknowledgement so far.
