Scottish law, confused

I have read that legislative changes came into force last year allowing PCPs to pursue a car's registered keeper for cash unless he/she names the driver. Am I correct in thinking that this does not apply in Scotland, and that the best advice north of the Border is to keep ignoring their threats?
I have now started getting phone calls from debt collectors regarding an NCP rip off 'penalty' that I have no intention of paying. But I'm now worried about the new rules.

    The Protection of Freedoms Act 2012 doesn't apply to Scotland or NI, which means the best advice is to ignore the scammers, and certainly ignore the debt collectors, just hang up on them, or ask bt to block the number as they are harassing you. Never discuss anything with a dca ever on the phone.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Stop worrying right now. POFA does not apply here. Just ignore the jokers unless they are stupid enough to chance a court claim - which is very highly unlikely! :)

    As the others have said, the Protection of Freedoms Act doesn't apply in Scotland.

    But just to clarify for others reading this thread in England/Wales, the new law didn't suddenly make these fake PCN enforceable 'allowing PPCs to pursue a car's registered keeper for cash unless he/she names the driver.' Nope, not quite that simple at all:

    The keeper is invited to name the driver and if they do not, under certain strict criteria they may be able to then consider the registered keeper 'liable' and bombard them with the usual threatograms...the same threatograms we've been ignoring for years!

    Thanks for the help folks. Had another call today (which I didn't answer) from a Northampton phone number, so I assume it's the same debt collectors. Is it likely that they will turn up at my door next?
