motorcycle parking fine

hi,
i recently received a ticket from UKPC, in february (on a motorcycle, must have blown off, so first i heard about it was a letter from them. i appealed this on their website receiving no reply,and the next thing i knew i had a letter from Debt recovery plus, asking for 120, i e-mailed them, and they lowered to 90, saying the account was frozen for 14 days.
on reading through stuff here, they have no right to ask money from me? i e-mailed asking for a breakdown of the penalty and how it covered admin. costs. also in the initial process, i did state i wasn;'t appealing the ticket, just not being offered the early payment option on it, regretting this now!
before i ignore them, or reply further i'd like to know how i stand, it was a free to park car park, however, i had put my motorcycle on a curb, it was out of the way, not causing obstruction for trolleys, prams or traffic, and i had parked there before with no issues, this is what worries me.. that i wasn't actually using a bay. in this case do they have the right to demand £90 from me?

    Did you receive notification of the appeal off them when did that ? Are you in England or Wales ? There is no point dealing with debt recovery plus or zenith (who are dr+) when they write to you, all they are interested in is getting money off you.

    And it's not a penalty just an invoice

    thanks for reply, i got an appeal confirmation from ukpc, which never received a response, then forwarded that to DR+ who said i never received a response due to it being outside appeal date (as i had no ideaof ticket)
    i was hoping for some clarity on their legal right to take so much money from me, beings as i was on the pavement, so i'd probably be likely for them to take to a CCJ as they'd be more likely to win?

    So you got confirmation from them that you appealed, like an auto reply, keep that reply safe. Because this company is in breach of the bpa code of practice, they have had an appeal, you can prove it and they have ignored it. Now I gather its been more than 35 days since you sent that email , yes?

    If so, you need to reply to Debt Recovery plus with that the alleged debt is denied, you to hand the file back to UKPC as the company has ignored an appeal, and they are in breach of the bpa code of practice, as DR+ are also AOS members of the BPA they are in breach also.

    Now read through the code of practice below for further breaches

    And make complaint to the dvla - [EMAIL="foi@dvla.gsi.gov.uk"]foi@dvla.gsi.gov.uk[/EMAIL]

    Inform them that ukpc are in breach of the CoP , and you are making a complaint because they have released keeper details to a company that is not compliant in having your personal information.

    And by the way they cannot just issue CCJs, they have to take you to court and win, then you refuse to the judgement before anything like that can happen, I hae not heard of this company going anywhere near a court themselves, they have been taken there though and sued!

    You've got this wrong. This isn't a fine, you have not committed any 'offence' - it's all a SCAM.

    UKPC don't do Court, ever! And you won't get a CCJ! UKPC 'likely to win'...LOL! :rotfl:

    Just ignore DRP and Zenith letters, they are rubbish computer templates and you can't appeal now. Just keep it all to show friends about this scam and how to ignore it.

    Because they are debt collectors and any godown the court route as they are not the principle, or in other words its not their debt. As for ukpc we know they don't do court because of a FOI request to the courts that show they don't

    We know that - in common with lots of PPCs as it's a scam all about bluff and impersonation of authority - UKPC have never done so except for the twice they were taken there (as on the link). :)
