UK Parking Patrol Office: Parking Charge Notice... not paid

I have recently (March)2013 been issued with a PCN charge whilst being parked on private property.
Do the PCN notices hold any substance ? I have read previous chats and it seems the general concensus is to ignore, all be it they were from a while back (2012). To add, I have just taken delivery of a second demand, increasing the payment from £50 to £100. This is a ticket issued by a 'UK Parking Patrol Office, apparently a 'BPA Approved Operator', based at Deansgate, Manchester, I believe this not to be an official County Council PCN. Should I ignore there letters, or pay up ? thx

    Before going into any details as to what you can do, I have a couple of questions. Were you issued with a ticket at the time of the incident?

    If not, and without disclosing the date on which the incident resulting in the issue of the PCN occurred, how long was it before you received the first letter if you count the day following the incident as Day 1?

    Can you confirm if there is any reference to "the creditor" on any of the paperwork you have received? If so, who is the creditor described as?
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    I was issued with the ticket back at begining of March, I was present at the time, just found it plastered to my windscreen.
    I then received the follow up letter 10 days ago, 51 days after the date of the incident +1.
    The only creditor relation comment points towards the 'Uk Parking Patrol Office' at Deansgate, Manchester. I hope this info helps.

    An interesting little situation and yet another example of a private parking company failing to comply with the law and the BPA Approved Operator Scheme code of practice.

    It's not a real Council PCN, it's a fake one - and you don't go paying it!

    If this is the first letter, a 'Notice to Keeper/Owner' then you can challenge it and you WILL NOT be paying this.

    Your options are:

    - to challenge it, if this was the first letter to the registered keeper, then appeal to POPLA with our help (if this was in England or Wales only)

    - OR ignore it (a must if in Scotland) and a reasonable option in England/Wales if you don't mind ignoring debt collector letters and doesn't scare easily.

    This is a well-known 'fake PCN issuer' and if you decide to appeal you can send a challenge that doesn't even tell them anything. Such as this:
