Smart Parking!!!

I parked my car in a shop's car park - run by Smart Parking. I tried to pay for a ticket, but the machine kept giving my 80p back. I tried this 3 - 4 times, so I just gave up & went into the shop. When I came out I had a parking ticket from the above people!!! Are these tickets enforceable? I am based in Scotland, in case this makes the laws different. The 'fine' is for £70 reduced to £40, if paid within 14 days.
I phoned them to explain the situation, but they told me to go down the appeal process.
I have read many posts on here, but a lot of them seem to be from people who have gone over the allocated parking time, having already bought a ticket. Not sure where I actually stand as I couldn't get a ticket in the 1st place.
Thanks...

Strictly, you owe them the cost of any unpaid parking but they will never accept that!
So, as the POFA does not apply in Scotland, ignoring all but genuine court papers is your only best option and although dimly possible, I very much doubt Smart will take any serious action beyond a few threatening letters from themselves and their fake debt collectors - Especially if you don't contact them again.
So don't be put-oot by the threats!0 -
Try searching the forum for 'fake PCN Scotland ignore' and you'd find all the advice is...to ignore!
In Scotland there's no appeals procedure.
If this was Asda or a similar large store then flippin' well march in there and complain to the Store Manager (not the CS staff little girl/boy!) about this harassment and extortion. Like this lady did with success:

Get angry and assertive about it - this is not on!
HTHPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
